The City Chambers were designed by Paisley-born architect William Young. The foundation stone was laid on the 6th October 1883, the topmost stone was laid on 22nd August 1888. The building was inaugurated by Queen Victoria in 1888.

An interesting feature is the measurement standards on the outer west wall, facing toward George Square. These show a standard inch, one foot, two foot and three foot.
